How IBCC Equivalence Is Calculated

The Inter Board Committee of Chairmen (IBCC) converts every O-Level and A-Level grade into a fixed mark out of 100, using the same scale for both qualifications:

GradeMarks / 100
A*90
A85
B75
C65
D55
E45

Once every subject has a mark, IBCC adds them up and scales the total against 1100 — the same total used for Pakistan's Intermediate (HSSC) system:

Equivalence = ((O-Level Total + A-Level Total) ÷ (Total Subjects × 100)) × 1100

In practice, if you enter exactly 8 O-Level and 3 A-Level subjects (11 total — the minimum IBCC requires), the maximum possible is already 1100, so your equivalence marks simply equal your raw total. The scaling only kicks in if you add extra subjects beyond the minimum, which stops additional subjects from inflating your score past 1100.

Worked Example

Here's how the formula plays out for a student with 8 O-Level and 3 A-Level subjects:

O-Level (8 subjects)

  • 3 × A* = 270
  • 3 × A = 255
  • 1 × B = 75
  • 1 × C = 65

Total: 665 / 800

A-Level (3 subjects)

  • 1 × A = 85
  • 2 × B = 150

Total: 235 / 300

900 / 1100 marks IBCC Equivalence: 81.82%

Since 11 subjects were entered (the minimum), the max possible was exactly 1100 — so the equivalence marks (900) equal the raw total (665 + 235) directly.

What Is an IBCC Equivalence Certificate?

An equivalence certificate is the official document IBCC issues that converts your O-Level or A-Level qualification into Pakistan's local grading system — SSC (Matric) for O-Levels, and HSSC (Intermediate) for A-Levels. Without it, Pakistani universities, entry test authorities, and scholarship bodies have no standardised way to compare your Cambridge results against local board students, so most admissions and merit lists require it before your application can even be considered.

O-Level vs A-Level Equivalence — What's the Difference?

O-Level equivalence converts your O-Level (or IGCSE) subjects into a Matric-equivalent result — O-Level is treated as equal to Pakistan's Secondary School Certificate (SSC).

A-Level equivalence converts your A-Level subjects into an Intermediate-equivalent result — A-Level is treated as equal to Pakistan's Higher Secondary School Certificate (HSSC). Importantly, IBCC will not process your A-Level equivalence unless your O-Level equivalence certificate has already been issued, since your final HSSC-level equivalence is calculated using both your O-Level and A-Level marks together — which is exactly what the combined calculator above does in one step.

How to Apply for Your Official IBCC Certificate

1

Gather Your Documents

Original O-Level and/or A-Level certificates, detailed mark sheets, your CNIC or Form-B, and a parent's CNIC.

2

Apply Online or In Person

Submit your application through IBCC's online portal or visit an IBCC regional office directly.

3

Pay the Processing Fee

The fee depends on the number of subjects submitted for equivalence.

4

Receive Your Certificate

Processing typically takes a few days to a couple of weeks, after which you'll receive your official certificate showing your final equivalence marks.

Use this calculator to estimate your equivalence beforehand — but always confirm your final marks with your official IBCC certificate before relying on them for university applications.

Frequently Asked Questions

What is an IBCC equivalence certificate?

It's the official document IBCC issues that converts an O-Level or A-Level qualification into marks recognised by Pakistan's local education system — SSC (Matric) equivalence for O-Levels and HSSC (Intermediate) equivalence for A-Levels. It's required for most university admissions, entry tests, and scholarship applications in Pakistan.

How is O-Level equivalence calculated?

Each O-Level grade is converted to marks out of 100 (A*=90, A=85, B=75, C=65, D=55, E=45), summed across your subjects, and scaled to produce your SSC-equivalent result.

How is A-Level equivalence calculated?

A-Level grades use the same grade-to-marks scale as O-Level. Your A-Level total is combined with your O-Level total, and the combined sum is scaled to produce your HSSC-equivalent result out of 1100.

Is O-Level equivalent to Matric in Pakistan?

Yes. IBCC treats O-Level (and IGCSE) as equivalent to Pakistan's Secondary School Certificate (SSC/Matric).

What is A-Level equal to in Pakistan?

A-Level is treated as equivalent to Pakistan's Higher Secondary School Certificate (HSSC/Intermediate).

How many O-Level and A-Level subjects do I need for equivalence?

IBCC requires a minimum of 8 O-Level subjects and 3 A-Level subjects. Students who completed both O-Level and A-Level entirely outside Pakistan are exempted from the 3 compulsory subjects (Pakistan Studies, Islamiyat, Urdu) and need only 5 O-Level subjects instead.

What is the minimum grade required for equivalence?

You need at least an E grade in each subject to be eligible for IBCC equivalence — F and G grades aren't accepted.

What if I took more than 8 O-Level or 3 A-Level subjects?

You can include all of them — the calculator (and IBCC's own formula) scales your total against the actual number of subjects entered, so extra subjects don't inflate your score beyond 1100.

How do I apply for my official IBCC equivalence certificate?

Submit your original certificates, mark sheets, and CNIC/Form-B through IBCC's online portal or a regional office, pay the processing fee, and wait a few days to a couple of weeks for your certificate to be issued.

Is this calculator's result the same as my official IBCC certificate?

This calculator gives a close estimate using IBCC's published grade-to-marks formula, but only your official IBCC equivalence certificate is valid for university applications — always confirm your final marks with IBCC directly.

What's the difference between O-Level and A-Level equivalence?

O-Level equivalence converts your O-Level subjects to a Matric-equivalent result, while A-Level equivalence combines your O-Level and A-Level marks together into one Intermediate-equivalent result out of 1100. IBCC requires your O-Level equivalence to already be issued before it will process your A-Level equivalence.
